The “Works for upgrading the Eastern Dock into a Container Terminal by filling and related connection works – 2nd Portion, depositing site and quay facilities” are part of the broader construction project of the new Eastern Container Terminal of the Port of Naples, characterized by docking facilities approximately 670 m long and designated for mooring one 11,000 TEU container ship or two 6,000 TEU container ships at the same time. The terminal will be equipped with STS (Ship-to-Shore) cranes with a maximum reach of 60 m, designed for cargo loading and unloading, and the terminal level will be raised to the height of +3 m above sea mean level with respect to the original level (IGM – Military Geographic Institute).
Since the area of the Port of Naples designated for the construction of the Eastern Container Terminal comes within the perimeter of the “Site of major national interest for reclamation” of Eastern Naples, the work was designed in compliance with Ministry Decree 471/99. In particular, the vertical structures forming the depositing site ensure very low permeability coefficients (k ≤ 10-9) and together with the natural bottom of this site formed by a layer of waterproof tuff stone, contribute to the formation of a single element used to contain marine sediments characterized by pollutant concentrations lower than 0.9 of Column B, Table 1, Ministry Decree 471/99, and preventing the release of pollutants towards the outside. The “Works for conversion of the Eastern Dock into a Container Terminal, by filling and related connection works – 2nd portion, depositing site and quay facilities”, contracted to A.T.I. Trevi S.p.a. (agent) – Consorzio Cooperativo Costruzioni (principal), consist in the following:
- on-shore reclamation of the Eastern Dock and the off-shore reclamation of the polluted marine sediment situated along the area of the works to be undertaken;
- construction of the storage tanks for the dredged marine sediment;
- construction of the quay used for mooring in the future Eastern Container Terminal consisting in a double combined wall which in turn forms a retaining structure for the depositing site of the future Container Terminal towards the sea;
- construction of the intake and outlet works of the Tirreno Power power station;
- formation of plastic diaphragms, with CSP technology, for the delimitation of the landside depositing site;
- the change in course of the Vigliena drain.
The elements characterizing the work are the combined double wall and the plastic diaphragm forming the vertical retaining structure of the depositing site.
The combined double wall is formed by steel elements anchored in the tuff rock formation. These elements are connected together by grooves waterproofed by means of polyurethane resins. The area between the combined walls is filled with quarry aggregate and with materials deriving from demolitions, dredging, excavations and drilling, unless fraction polluted.
The plastic diaphragm, the top of which reaches the height of +2.00 m above sea mean level, is formed by drilled piles produced by CSP (Cased Secant Pile) technology. The building process involves the construction of an initial excavation to detect the presence of any utility lines and the construction of guide curbs. The bulkhead continues is obtained by the formation of primary piles, which are then intersected by secondary closing piles, which overlap the former along the axis of the plastic diaphragm. Drilling is by rotation, with continuous flight auger, and at the same time the lowering of the tube form recovered at the end of casting. After the drilling, plastic concrete is pumped through the flight auger.
For the works described, the Company has contributed to the setting up of the Works Supervision office with an operational manager, three construction site inspectors, an assistant to the safety coordinator during execution and the technical secretariat, undertaking the activities set forth in Presidential Decree 207/2010 and in particular dealing with accounting of the works. The Company has also provided support to the client with regard to the environmental matters concerning the undertaking of the works, such as on-shore and off-shore reclamation, the management of materials derived from demolitions, dredging, excavations and drilling and the execution of environmental monitoring.
